Joint Traffic Management Center


The Joint Traffic Management Center (JTMC) is a $50 million project.  The project consists of construction of the three story building, which will provide offices, collaborative work spaces, and an operations center.

The City and County of Honolulu JTMC is a 24-hour 7-day-a week 365-day-a-year Mission Critical Facility designed to support agencies such as the Department of Transportation Services, Hawai‘i State Department of Transportation (HDOT), HPD, HFD, EMS, and OSD. The façade is consistent with the existing JTMC Parking Structure and Alapai Transit Center.

The JTMC is being planned to support multi-agency coordination and joint operations to improve traffic management on O’ahu.  The JTMC will provide a secure, protected, comfortable, collaborative, and enabling environment. By providing this environment, active traffic management and Public Safety Answering Point personnel on O‘ahu will be able to improve and enhance:

  • Day-to-day operation of the transportation network
  • Coordination and response to traffic incidents, reducing traffic delays and congestion, and improving public safety
  • Information dissemination among responders
  • Traffic information disseminated to the public.

A chilled water system serves 56,000 square feet of conditioned spaces.  The building is designed with energy conservation and water conservation strategies, as well as the ability to utilize seawater in place of chilled water.  The building also has been designed to have redundant N+1 equipment and backup power to ensure that the building can operate 24 hours a day and through emergency situations.  Chillers utilize the world first totally oil free compressors with magnetic bearing levitating shaft technology for outstanding part load efficiencies.  Three 7,500 gallon storage tanks provide backup cooling and water supply to the building.  Variable air volume Air Handlers with Desiccant wheel dehumidification technology provides consistent dehumidified air to the A/C system for increased interior air quality and occupant comfort control.  Under floor air distribution is implemented throughout most of the building.  A complete automatic fire sprinkler system and FM-200 system protects the building from fire damage.

This project is designed to achieve LEED Silver Certification or higher by using high efficiency HVAC equipment and low flow plumbing fixtures.
